Energy renovation grants: what the board must prepare

The leading cause of a lost subsidy is not a rejected file: it is the quote signed before the file was filed.

Public support exists for energy renovation of common areas, applied for by the owners’ association rather than by each owner separately. It changes the funding plan of a renovation project, provided its logic is respected — and that logic is not intuitive.

It fits in one sentence: the grant is applied for beforehand, it rewards a result, and it assumes professional support. Three principles that explain almost every lost file.

Apply before the works

This is the rule that costs impatient buildings the most. A signed quote, a deposit paid, a site started before the file is filed, and the operation becomes ineligible — however good the works that follow.

It rewards a gain, not an invoice

The amount does not follow the price of the works but the improvement achieved: support rises with the energy gain reached, and a timid project can land below the eligibility threshold while already being expensive.

That is what makes piecemeal projects economically absurd: three successive interventions can cost more than one coherent package while opening no rights at all. The package is built from the study, not from the budget at hand.

Support is not optional

The scheme assumes project assistance: a professional who runs the study, builds the scenarios, files the application, follows the site and settles the subsidy. That service is itself partly funded, and it is voted as an expense in its own right.

The board should choose that adviser as carefully as a contractor: they will hold the file’s calendar, and a file that holds beats a cheaper quote. See comparing quotes.

What actually blocks files

  • A vote obtained too late in the year, once the scheme’s budget is already committed.
  • A building not registered, or whose registration is not current.
  • Arrears that weaken the funding plan and the association’s commitment.
  • A building that fails the age or main-residential-use conditions.
  • An incomplete file sent at year end, with nobody to chase it.

The remaining cost is prepared at the same time

A subsidy does not arrive when the contractors must be paid: it comes after, often once the works are handed over. In between, the building advances the money. That is why the funding plan is built from three bricks, not one: the works fund, staged calls for funds and, where needed, a collective loan.

A grant application is rarely lost on the merits. It is lost on the order of the steps.

Amounts and windows change: the method does not

Rates, ceilings and opening periods move with budget legislation. There is no point basing a meeting decision on a figure read last year: the board has the adviser confirm the amount actually available at the date of filing, and puts that costed assumption to the meeting.

What does not change: apply first, aim for a real gain, get support, keep the building current with its obligations. A building meeting those four conditions will find a scheme to use, whatever it ends up being called.

What the board can do this year

  • Have the building’s energy position assessed or refreshed: see the collective energy assessment.

  • Put a study on the agenda, not yet the works.
  • Feed the works fund in line with the project envisaged.
